Digitalization: Current key to success, says I&B Secy Menon

On the inauguration of the BES Expo 2011 at Pragati Maidan, Shri Raghu Menon, Secretary, I&B, said, the innovation in technology has led access to better information and formed a platform for mass empowerment, with quality connectivity and inexpensive services. The emergence of new media has created a new way in which news was now being disseminated. These series of policy initiatives which have aimed to create an enabling environment in the media and entertainment industry is the result of these innovations and the approach of the media.

Secretary, I&B commenting on the initiatives said, the main area of attention for the ministry was promoting digitalization with addressability, as it would not only enable delivery of a number of channels but also facilitate triple play i.e. provisioning of TV, Telephony and internet service thorough cable. Many related issues had been discussed with TRAI concerning the finalization of the sunset date but no result had been popped up yet.

On the subject of Mobile TV, Shri Menon said the ministry was currently busy in laying down an appropriate regulatory structure allowing private players to provide Mobile services. Certain issues associated to spectrum identification within the recommended band, the determination of service area licenses and the number of providers is under discussion.

Further he also supported the steps taken by Doordarshan to provide a low cost alternative for the poor by saying that, ministry had approved a plan to advance the free-to-air DTH platform of Doordarshan enabling it to carry 97 channels instead of 57 by December 2011. Ministry has also planned to increase the carrying capacity to 200 channels in the 12th plan period.

Regarding the FM radio, Secretary stated that ministry would seek approval of the Cabinet, as it has planned to position 806 new FM channels in 283 cities in the FM Phase-III. This plan would enable Government to generate revenue by efficiently using the frequency radio spectrum allocated for FM Radio services because opening up of the FM Radio Sector for private participators had resulted in huge growth in FM Radio industry.

The secretary I&B and the Chairperson of Prasar Bharti, Smt. Mrinal Pande focused on the content of different media sectors and pointed out the responsibility of Prasar Bharti to rise up to the challenges of disseminating quality information as a public broadcaster.

The three day expo is likely to talk about series of issues such as Digital Broadcasting- Growth and implementation in India, Technology for HD, VFX & 3D Stereoscopic Content Production, Content Creation- Trends and Challenges, Tapeless Content Workflow- XDCAM HD 422, DVB Second Generation- Success Story, 3G and Beyond, IP Enabled Solutions and Broadcast Regulation.
